Commissioner HRM Compesation Ministry of Public ServiceVictor is a well experienced Human Resource Management practitioner with 15 years practical experience in the public sector of Uganda and in the IGAD region. This includes having been at a district Local government, a Regional Referral Hospital and then the Ministry of Public Service and has contributed to HR planning and policy, human resource development, institutional development and research as well as most notably in compensation planning and management. He is currently Assistant Commissioner – HRM and handles the compensation portfolio at the Ministry of Public Service. Victor also worked with the Government of South Sudan (GoSS) as a Human Resource Management Expert on a UNDP/IGAD Programme that centered on mentoring GoSS officers and assisted in establishing HRM/D systems that included: designing a pension scheme and guidance towards the implementation of a Human Resource Management Information System, schemes of service and public service regulations. RIMSin the South Sudan civil service specifically working with the national Ministry for Petroleum and Mining (2011- 2013). Victor has also had working exposure with: Capacity building Trust Fund (CBTF), African Capacity Building fund (ACBF), FreeBalance Canada and SNV among several in aspects of HR policy and capacity building for government institutions at central and local government levels. He holds a Masters in Management Studies (HRM) of UMI, An executive PG (Management Studies) of the International Management Institute – New Delhi, India, a PG Diploma (HRM) of UMI and a Bachelors (Phil & Social Sciences) of Makerere University.
