Ministerial Welcome Remarks
I take this opportunity to welcome you warmly to Civil Service College Uganda(CSCU)
Platform, where our attention is drawn to the critical role of this College in the process of
Public Sector transformation.
With the global pressure to transform service delivery in the Public Sector, and in the heat of an increasingly globalized and digital economy, a demanding and better informed citizenry, workforce diversity, among many other localised and globally competitive service delivery demands, the key to success is ensuring that people have the skills and capacities to take advantage of all socio-economic opportunities, for productivity and institutional effectiveness.
The 2030 Agenda for sustainable development identifies capacity building as one of the means required for implementing the sustainable development goals and targets, as well as ensuring that all human beings can fulfil their potential in dignity and equality and in a healthy environment. Countries therefore must endeavour to maximise the benefits derived from resources invested in training.
This has indeed provided context for Government of Uganda ‘s vision in nurturing an in- service training institution of the Civil Service College, as a Department of the Ministry of Public Service. The College has assumed a proactive role and position in building the capacities of public officers and public service institutions to efficiently deliver services; is undertaking innovations management support for public service entities, as well as research and public policy advisory support. It is engendering amongst its learners a new mind set and professional ethos, that values and prioritises the quality, competitiveness, accessibility and value for money of the services delivered. This is done in partnership with national and international collaborations that have provided space for improving business processes in entities such as Uganda Registration Service Bureau, one stop service centres in Ministry of Public Service, Jinja, Kasese, Gulu, Entebbe, Mbale and incorporating the local economic development approach in the planning mechanism at Local Government level.
As a custodian of human resource management structures, systems and processes for the Uganda Public Service, Ministry of Public Service shall continue to deploy appropriate policies, tools and system infrastructure to create a conducive environment and promote partnerships that propel Civil Service College Uganda to become a centre of excellence in public sector development in the region and globally.
This is part of our efforts to engage in bold and transformative steps urgently needed to shift the world onto a sustainable and resilient path.
