Baguma Filbert Bates

Filbert is the current General Secretary of Uganda National Teachers’ Union (UNATU.)  He holds a Masters Degree in Education Management and has an established career of over 25 years in both teaching and Education Development work. He has worked as a primary school teacher and a Head Teacher. He has a vast experience in Mobilization and Advocacy.

Mr. Baguma is a seasoned educator and has been actively involved in education development work at Union level, National and Regional.

At Union level, he was one of the brains behind the founding of UNATU in 2003 and has been instrumental in boosting the Union’s growth to the heights it stands at today through serving in different positions right from Branch Chairperson (2003-2010), National Executive Council member representing Primary teachers from 2006 to 2010,  Regional Coordinator from 2010 to 2012, Program Officer-Labour Relations and Membership mobilization from 2012 to 2016 and Deputy General Secretary, Labour Relations and Membership Mobilisation from 2016 to 2018.

He represents UNATU on the National Negotiating and Consultative Council,

He is a member of National Teacher Policy steering committee, a member of Education Sector Consultative Council and a member of the Executive Council of the Federation of East African Teacher Unions (FEATU) which brings together teacher unions within the East African region.
