Joreme Ojulun is a Human Resource Management Specialist, with 35 years of professional working experience, 14 of which he worked as a teacher (primary and secondary), 5 as a consultant and development worker with the NGO sector in Uganda, and 16 as a human Resource Manager in the Public Service of Uganda, before retiring into fulltime consultancy practice with Empower Consult Limited.

 

Over the years, Joreme has gained extensive professional competencies in the areas of; Organisational Learning and Development, training and capacity building, Strategic Planning, performance management, Man Power Planning, consultancy management, research & documentation.

 

Joreme is a Fellow of the American Academy of Project Management (FAAPM) as a Certified Learning and Development Expert and a member of Uganda Public Service Human Resource Managers’ Network

 

Joreme is currently a PhD Candidate of Higher Education Management and Administration at Makerere University. He holds a Master’s degree in Development Studies, (UMU), a PG Diploma (Human Resources Management) of Uganda Management Institute (UMI), a Bachelor of Arts Degree (MAK); and a Diploma in Education of Institute of Teacher Education, Kyambogo (ITEK).

In addition, Joreme has attended numerous skills enhancing courses and obtained certificates in Project Planning and Management, Social Work and Social Administration, Training of Trainers (TOT) as well as Administrative Law (LDC). He also holds Certificates in Excellent Teacher Training (2017) and Enhancing University Governance for Developing Counties (2021), both obtained at Zhejiang Normal University (People’s Republic of China),

Joreme is currently a Learning and Development Expert at Empower Consult Limited. Previously, he worked as a Principal Human Resource Officer with Civil Service College Uganda under Ministry of Public Service, Dokolo DLG as District Head of Human Resources, Catholic Education Development Organisation (CEREDO) as a Consultant and Development Worker, Katakwi District Local Government as Principal Human Resource Officer (Secretary to the District Service Commission) and Ministry of Education and Sports as a Teacher of both secondary and primary levels of education

At Empower Consult Limited, Joreme is a Team Leader and/or member in the management of consultancy projects funded by the Government of Uganda, World Bank and IDA. At Civil Service College Uganda, Joreme as a team member, predominantly managed projects fudded by Government of Uganda and UNDP. At Dokolo DLG, as a Team Leader, he managed training programmes funded by GIZ in addition to those funded by the Government of Uganda. At CEREDO, Joreme spearheaded management of projects funded by SNV, ICCO and Edukans Foundation (all Netherlands based).
