He is an economist by profession.  Mr Lotyang is the Assistant Commissioenr Finance and Planning in the Ministry of Finance, Planning and Economic Development in charge of Budget Policy. He is deployed in the Directorate of Budget and particularly in the Department of Budget Policy and Evaluation.
