Savia Nankya Mugwanya is a Human Resource Management and Development Specialist, with extensive experience in enabling service delivery-oriented people relationships within the Public Service. Savia was in charge of the Payroll Management Division at the Ministry of Public Service and was able to facilitate significant transformations in managing the entry to, stay and exit of Public Service human resources from the Government payroll. She has been instrumental in enabling professional growth of human resource managers and continues to nurture several upcoming human resource management professionals through mentoring, knowledge sharing sessions, workshops and trainings.
Savia has made several contributions to the Public Service Reform initiatives through supporting the development, review and monitoring of implementation of several Human Resource and Payroll Management policies, procedures and systems in Government institutions such as Performance management, reward, and recognition, staff deployment, training, straight through processing of salaries, the Integrated Personnel and Payroll System, coaching and mentoring among others to facilitate greater responsiveness of Government policy to service delivery demands.
Savia as a change management champion in the Ministry of Public Service was involved in building customer-oriented attitudes and re branding some of the services delivered by the Ministry. She was instrumental in developing strategies that are providing direction and facilitating change over and implementation of a new Human Resource Management Information system known as the Integrated Personnel and Payroll System. She received an exemplary service award and commendation for effectively supporting reform initiatives.
She is currently a Commissioner Human Resource Management in charge of CSCU and holds the Presidency Seat for the Africa Public Sector Human Resource Managers Network. She is also a member to the Inspectorate of Government Appointments Board.
Savia is a graduate of Makerere University and the Uganda Management Institute in the professional fields of Social Work and Social Administration and Human Resource Management.
