Civil Service College successfully flagged off the first mindset change training for the year 2021/2022.The National Development Plan 3 highlights the need for mindset change in the Public Service. CSCU’s mandate is to build the capacities of Public Service institutions and human resources for improved performance in public service delivery.
In line with this mandate, the College conducted a two- day training on mindset change on 29th and 30th September with regional referral Hospitals. This target group is very crucial especially during this global pandemic and therefore there is need for hospital administrators to be at their best in terms of service delivery.
The hospitals that participated included, Mulago National Referral Hospital, Kawempe, Yumbe, Kabale, Naguru,
Mubende, Kiruddu NRH, Entebbe, Mbarara, Lira, Arua and Gulu Regional Referral Hospitals.
The main purpose of the mindset change training was to inculcate amongst the Leadership and Managers of Referral Hospitals values and a way of thinking that promotes the ethos of service to the public, as well as a strong sense of responsibility, nationalism, accountability, patriotism and ownership of Government programmes, for citizen centric service delivery. Upon completion of the Programme, participants were expected to be able to:


  • To identify the institutional dynamics that need to be addressed in a bid to facilitate attainment of the national development aspirations for the effective delivery of Health Services.
  • To clarify the pre requisites for transformative leadership.
  • To demonstrate understanding of the importance of adopting a growth mindset which enables them to embrace challenges as opportunities for growth and transformative learning.
  • Identify practical strategies for standardizing Health Service delivery in line with the Service Delivery Standards
    Frame work.
  • Identify actions that will strengthen institutional ethics and governance to facilitate responsive and quality health
    services delivery

The Commissioner, Civil Service College; Ms. Savia Mugwanya; in her welcome remarks, on behalf of the PS and CSCU welcomed everyone to the virtual two- day training of mindset change. She added that that being
the maiden training they thought that it would be very meaningful if they started with one of the sectors that is very
fundamental in delivery of social services to the country and they started with referral hospitals.

She stated that one of the principals at the College is that we are a learning organization, a learning institution of government and that’s what we base on to improve to become better. She thanked participants for positively responding to the call for the training. She noted that the Public Service Ministry is moving ahead spear heading the Public Sector Transformation programmes.

Furthermore, she noted that the health sector and Education sector are very fundamental sectors for the nation and for being able to deliver the development aspirations of any country. Everyone is working in a work place
today that has a number of dynamics that have come along like technological advancement. The public
seems to be growing distant from public institutions, their trust in the public sector is not yet at the level that is wanted. A lot of challenges exist in terms of the way services are delivered.

The mindset change program therefore was looking at enlisting from everyone this ability to appreciate the institutional mandate that everyone is supposed to deliver. She added that the program was meant to ensure that everyone opens their minds to a spirit of service above self, a spirit of serving the nation, a spirit of being able to do the right thing even when no one is watching, and a spirit of being able to serve. She reminded participants that
the Institutions they work in are entrusted to them to serve the people and no one owns them. She hoped that by the end of the two days everyone was definitely going to have a roadmap that they would set out as individuals and also as institutions to work collaboratively together to make sure that they take away any forms of tension. The
Commissioner also hoped that everyone understands that they have a specific mandate within a hospital and that must be pursued while remembering that no one can work alone and results can only be achieved from team work.
She also encouraged the participants to be active regardless of the fact that it was a virtual training.The Commissioner concluded by saying that the College was going to follow through on this training to know those transformational service deliveries after the mindset change training that they had.
